Need to read an Indonesian regulation in English, Dutch, Arabic, Chinese or another language? Find the source PDF, check whether an English translation is already available, or create a free machine translation and download the result. The automatic output is non-sworn and has not been reviewed by a human translator.

The LegalTrans Indonesian Regulation Finder now separates free machine translation from human translation quotes under Translation options. You do not need to pay or send a WhatsApp message to download a prepared machine-translated PDF or create an automatic PDF. You can download PDFs in the free catalogue on a phone. For new translations, there are 38 target-language options from Indonesian. Availability is checked in your desktop Chrome browser. Search results and the translation workspace appear above the ready-to-download PDF catalogue.

Where can you find Indonesian regulation PDFs?

Start with the Directorate General of Legislation portal. Search by regulation type, number and year, for example UU 12 Tahun 2011. The LegalTrans finder also accepts Law 12 of 2011. For topic searches, use Indonesian keywords such as pelindungan data pribadi. Source titles stay in Indonesian so you can match the instrument accurately.

The BPK regulations database provides another place to cross-check documents. The LegalTrans finder currently searches peraturan.go.id, not every JDIH portal or the entire internet.

First check whether an English translation is available

Select a result and choose Select & check translations. If the matching catalogue contains a translated PDF, its link appears. Before downloading and using it, check:

  • The instrument type, number, year and title.
  • The language, provisions and annexes covered.
  • The publisher, translator and any statement about the translation’s status.
  • The version and any later amendments that need separate documents.

A link on a government portal helps establish where a document came from. It does not, by itself, establish that a translation is sworn, current or accepted for a particular purpose. The finder checks links; it does not certify their contents for accuracy or completeness.

If no translation is found, that result applies only to the catalogue checked. If the catalogue cannot be reached, its availability remains unconfirmed. Neither result proves that no translation exists elsewhere online.

Which languages can you choose?

The machine translation panel offers 38 targets: Arabic, Bengali, Bulgarian, Chinese (Simplified and Traditional), Croatian, Czech, Danish, Dutch, English, Finnish, French, German, Greek, Hebrew, Hindi, Hungarian, Italian, Japanese, Kannada, Korean, Lithuanian, Marathi, Norwegian, Polish, Portuguese, Romanian, Russian, Slovak, Slovenian, Spanish, Swedish, Tamil, Telugu, Thai, Turkish, Ukrainian and Vietnamese. The source language remains Indonesian.

Choose a Machine translation target language and read the availability message for your device. If a language pack is needed, its download begins when you select the translate button. If the pair is unavailable, choose another language or request a human translator. A menu option does not guarantee support on every device.

How to create and download a free machine-translated PDF

Use Chrome on a desktop or laptop. These steps take place in the machine translation option; you do not need to complete the human quotation form.

  1. Select the regulation. Search, check the document’s identity, then choose Select & check translations.
  2. Open Translation options. The default choice is Machine translation · Free. Choose a Machine translation target language and check its availability. All automatic output is non-sworn.
  3. Choose one source PDF. All pages of the selected PDF is checked by default. You can choose a page range instead. If a regulation has several PDFs or separate annexes, process each file individually.
  4. Select 1. Read PDF text. Open the extracted source text and check the title, article numbers, sentences and coverage. After checking, tick the acknowledgement that you understand the result is machine translation.
  5. Select 2. Translate with Chrome. Wait until all selected pages have been processed. Chrome may need to download a language pack on first use.
  6. Select 3. Download free PDF. This button becomes available when translation finishes. If the download does not start, use the Save free PDF link that appears after the PDF is created. The file goes to your browser’s download location, usually the Downloads folder.

The tool accepts text-based PDFs up to 20 MB per file. Scanned or image-only PDFs that require OCR are not supported. Check the extracted source: the presence of text in a PDF does not mean it is free of recognition errors.

Translation uses Chrome’s Translator API. Translation and PDF protection run on your device, without Google Cloud Translation; the site retrieves the selected public source PDF. An internet connection is needed to retrieve sources and, when required, language packs and fonts. The API for creating new translations requires a supported desktop browser and is not available on mobile devices. Requesting a desktop website on your phone does not make this a supported feature. This limitation does not prevent you from downloading prepared PDFs from the free catalogue.

Download five free English PDFs on your phone

Open the free machine-translated PDF catalogue to download prepared results. You can use a mobile browser without running translation on your device. The five documents currently available in English are:

  • Law 6 of 2023: a translation of the official PDF identified in the Job Creation entry; check its coverage and source details before use.
  • Law 1 of 2023: a translation of the official Criminal Code PDF, with coverage specified in the entry.
  • Government Regulation 35 of 2021: a translation from two official source PDFs, with links and coverage in the entry.
  • Law 12 of 2011: an English machine translation of the main text, Appendices I–II and elucidation. Two official source PDFs are combined in one translated PDF, with a source link and copy date for each file.
  • Law 27 of 2022: an English machine translation of the main text and elucidation.
  1. Open the free PDF catalogue. Choose the regulation and check its source, copy date, coverage and version warning.
  2. Select the PDF download button for that entry. The file is already prepared; you do not need to wait for a new translation.
  3. Save the result. If your mobile browser opens a PDF preview, use its download or save-file option. The storage location depends on your browser and device.

Catalogue PDFs remain labelled as non-sworn machine translations and have not been human-reviewed. The catalogue contains prepared English PDFs; selecting another language does not change their contents. Other regulations are not automatically available for mobile download. To create a new result, follow the desktop steps above or request a human translation quote.

What does the translated PDF contain?

The PDF includes a legaltrans.id watermark, a machine translation / non-sworn notice in the target language, and the labels: LEGALTRANS | MACHINE TRANSLATION - NOT SWORN and LEGALTRANS | TERJEMAHAN MESIN - TIDAK TERSUMPAH. Its source record includes document details, links if available, the saved-copy or local-processing date, page coverage and a warning about the version not being checked.

Paragraphs, article headings, indentation, and paragraph-level bold and italic are approximated from the source structure. Tables, images, signatures and mixed formatting within sentences are not reproduced. Fonts match the target script, with right-to-left layout for Arabic and Hebrew. Translated text is reflowed, so the output page count may differ. Check coverage and content, not just page totals.

For languages other than English, the translated body is stored as images in the PDF to preserve script shaping and writing direction. As a result, body text cannot be searched or selected like ordinary PDF text. This does not improve translation accuracy; legal terms and numbers still need checking.

The PDF opens without a password. It uses AES-256 owner-password protection with copy, edit and print permissions disabled. Enforcement depends on the PDF reader; it cannot prevent screenshots, OCR or software that ignores permissions. The watermark identifies the tool used to create the document, not a translator’s certification.

If the official source is temporarily unavailable

The finder may offer a dated saved copy of a public PDF retrieved successfully earlier. Open Saved copies to check what is available. Not every regulation or annex has a backup.

If you see HTTP 522, PDF retrieval has timed out. Read the displayed message to check whether the interruption is at the official source or the PDF retrieval service. Check for a suitable saved copy or prepared catalogue PDF, or try again once the service recovers. An outage message does not mean that the document has been translated.

Review the source link, copy date and version warning before proceeding. A saved copy can help during an outage, but it does not establish that the document is current, consolidated or checked against every amendment.

If no suitable backup is available, try again when the source recovers or select Use a PDF on this device for a public regulation you previously downloaded. The selected file is not uploaded; you must check its identity, origin and version before processing it.

When should you choose a human translator?

Under Translation options, choose Human translator if you need human review, a language unavailable on your device, a sworn translation or particular formatting. The human option includes sworn and non-sworn services. These services require a price quote; the free label applies to machine translation.

Specify the source PDF, articles or pages, annexes, target language, intended use and deadline. Moch Hikmat Gumilar will confirm scope, availability, delivery and fees after reviewing the document. Also confirm the form of translation your recipient requires.

The WhatsApp button opens a prepared message. You review it and send it yourself. It contains source and PDF links, not an automatically attached PDF; completing the form does not send a message.

Check the legal version before relying on a translation

Keep the source page alongside the PDF. Identify the original instrument, amendments and annexes you need. Do not assume that an original PDF or its translation is a consolidated version incorporating every later change.

For due diligence, a dispute or an official submission, ask the responsible legal adviser to determine the relevant documents and reference date. Translation does not determine which rules apply to a particular case.

Frequently asked questions

Is non-sworn translation always free?

No. The free options here are catalogue machine-translated PDFs and new machine translations into languages supported in your desktop Chrome browser. Professional non-sworn translation by a human still requires a price quote.

Where do I download the free PDF?

For prepared results, including on a phone, open the free PDF catalogue and select the download button for the regulation. If you create a new result on desktop, select 3. Download free PDF in the machine translation panel once translation is complete. Use Save free PDF if the download does not start. Follow the steps above; no WhatsApp message is required.

Can I download free translated PDFs on a phone?

Yes. You can download prepared machine-translated PDFs from the catalogue, for Law 6/2023, Law 1/2023, Government Regulation 35/2021, Law 27/2022 and Law 12/2011. All are in English, with coverage shown for each entry. Creating new machine translations still requires supported desktop Chrome. You can also search for regulations and prepare a human translation quote request on your phone.

Why is my selected language unavailable?

The tool checks support for Indonesian and your target language in your browser. A pack may need to be downloaded first, or the pair may be unsupported on that device. Follow the displayed status. Chrome on a phone cannot create a new translation through this feature.

Can I use the tool during a source-server outage?

If a suitable copy has already been saved, you can use it after checking its source, date and version warning. A backup is not guaranteed for every regulation.

Can I use the free PDF for an official submission?

Do not assume acceptance. The automatic result is labelled non-sworn and has not been human-reviewed. Ask the receiving organisation what form it requires.
